Passengers need not worry about the quality of public transportation in the Liberec Region

Do the buses run on time? What is the quality of travel in the region? Are passengers satisfied? KORID LK, the company that coordinates public transportation in the Liberec Region, continuously monitors all of these aspects. To do so, it relies on the work of inspectors, a method known as “mystery shopping”—in which it sends undercover inspectors into the field—as well as data evaluated by the IDOL Central Dispatch Center.
“It is, of course, important for the Liberec Region to know to what extent our transit operators are meeting public transit standards and how reliable public transit is,” said Jan Sviták, the statutory deputy governor in charge of the transportation department. “The data processed by KORID LK shows us that public transportation is reliable. Although, of course, occasional problems cannot be avoided.” The most important indicators—and at the same time the largest volume of data—are available automatically directly from the IDOL Central Dispatch Center.
For 2022, KORID LK has scheduled a total of 754,423 scheduled service trips. The IDOL Central Dispatch Center obtained data for evaluation from more than 97% of these trips. Among the most serious incidents were, above all, services that did not depart. This occurred in exactly 120 cases (0.015%). The most common cause was a vehicle breakdown or an accident. KORID LK also monitored adherence to the schedule. Delays of two minutes or more—the permitted tolerance—occurred in 933 cases (0.124%), and delays exceeding 10 minutes occurred in 662 cases (0.088%). In addition, the dispatch center monitored compliance with the requirement for barrier-free vehicles (successfully met in more than 99% of cases) and the deployment of the correct type (size) of vehicle (met in more than 98% of cases).
Transport operators are fined for failing to meet the prescribed quality standards. “Based on data from the IDOL Central Dispatch Center, a proposal was submitted in 2022 to impose fines on transit operators totaling 2,947,000 crowns,” explained Otto Pospíšil, managing director of KORID LK. “However, our goal is obviously not to issue as many fines as possible, but to work with carriers to improve the quality of public transportation and present it as a reliable service.”
Quality inspections are also conducted directly on board vehicles. A total of 356 buses operated by bus carriers were inspected. Inspectors and dispatchers from the IDOL Central Dispatch Center also conducted 241 inspections of rail operators. Of these 597 inspections, 105 deficiencies were identified. The most common serious violation is failure to comply with the design manual—specifically, malfunctioning information panels. Furthermore, in 2022, inspectors identified 78 cases of invalid fare schedules being posted. The carriers rectified these issues within the specified timeframe.
The Central Dispatch Center also monitors more than 5,000 connections between trains. “We are currently conducting an in-depth analysis of the reliability of these connections,” added Rostislav Mocko, head of IDOL’s Central Dispatch Center.
